My 16 year old Granddaughter having problems shipping 24 care packages to Naval Personnel in Afghanistan, any suggestions?

She was able to ship 22 Military Personnel Care Packages for 2008 to Army National Guard Troops in Iraq through the Army National Guard, however, there appears to be a problem getting the 24 packages destined for Afghanistan shipped, and she is beginning to get frustrated, the packages are in flat rate postal boxes, only the shipping expense is needed, is there an organization that might ship them for her without charge to her? We live in the San Joaquin Valley area of California an agricultural region that appears to be oblivious to her community service project and her desire to say, thank you, to our Troops. Any suggestions are welcomed, because she had hoped to start asking donations for the 2009 Christmas Season for Troops Overseas, I hate to see her give up and start because of the obstacle when it comes to shipping off the military personnel care packages.
