My guess would be that since the USPS is operating in the red, and usually is, that they might be trying to put the cost of the customs forms on the public rather than having to pay for the printing cost themselves. Besides that, they may be trying to go more "green" by getting rid of the toxic carbon forms.

All I can say is - UGH - that just stinks, especially this year with all the thundershowers we have had when I can't have our desktop computers on. I have packed up several packages when I had no electricity or else it was lightning and couldn't use the computer, so it is like not having one.
